Ven. Shi Guanguan Student Welfare Fund

Objectives

1. Providing financial assistance to an internal student bhikkhu or to a lay student of the University on health reasons.

2. Providing financial assistance in the death of an internal student bhikkhu or a lay student of the University.

3. Providing financial assistance to students, who obtain foreign scholarships during his/ her internal studentship.

4. Providing financial assistance for the presentation of research papers in a local university.

5. Providing financial assistance for an academic journal prepared by the Students’ Union of the University.

Composition

It was proposed to deposit the amount of Rs. 2.1 million in a State Bank with the highest interest rate and maintain this fund with its annual interest. The annual interest received would be only used for this Fund.

If annual interest reserve finishes in the provision of financial assistance according to the criteria during a year, benefits provided during that year as per the concessions included in the Criteria of the Student Welfare Fund will be withheld (suspended) and the provision of benefits will be reactivated from January of the following year.

Administration

1. The following Standing Committee has been appointed to determine the provision that are to be provided by this Fund

· Registrar

·  Dean (Buddhist Studies / Language Studies / Post Graduate Studies)

·  Head of Hall

·  Senior Student Counsellor

·  Senior Treasurer (Student Union)

·  Bursar

·  Assistant Registrar (Student Services) – (Secretary)

2. Applications should be submitted to the Assistant Registrar (Student Services).  The Assistant Registrar (Student Services) should convene the committee and make decisions.

Spending Money

1. The annual expenditure incurred under this Fund should not exceed 80% of the annual interest earned from the Fund.

2. The cash limits for each payment are as follows.

I.  Provision of financial assistance only to five students per year subject to a maximum of Rs. 25,000/-, for a surgery performed in a private hospital, for an internal student bhikkhu or for a lay student of the University, who is engaged in academic activities, after taking in to consideration the nature of the surgery and the amount spent.

II. Provision of financial assistance to three students per year subject to a maximum amount of Rs. 10,000 / – to the legal guardian of student in the event of the sudden death of an internal student bhikkhu or a lay student of the University, who is engaged in academic activities.

III. financial assistance will be provided to two students per year subject to a maximum amount of Rs. 25,000/- per one student as a financial assistance to the selected student in case a student is selected for a foreign scholarship during his / her academic period at the University.  

IV. Financial assistance will be provided to ten students per year subject to a maximum amount of Rs. 3,000/- per one student including the registration fee required to present a research paper in case a student is selected to present a research paper at a recognized university during his / her academic period at the University.  

V. Provision of an amount of Rs. 20,000/- per year as a sponsorship for printing activities of the academic journals formulated for the Annual Arts Festival organized by the Students’ Union of the University.

This Fund operates as per the rate of interest received after one year of depositing the amounts in the Welfare Fund Account subsequent to passing the Statute of the University.

Conditions

1. One student can receive benefits subject to a maximum of one occasion during his /her the academic period at the university.

2. All of these rights of a student will be forfeited upon termination of academic activities of the University or leaving the University.

3. In case of a surgery performed in a private hospital for an internal student bhikkhu or for a lay student, who is engaged in academic activities of the University, a letter with the recommendation of the Government Medical Officer and the bill for the amount incurred for the relevant surgery should be submitted and the request can be made only by the relevant student or his / her legal guardian. Recommendation of the Medical Officer of the University should be obtained for all medical reports submitted by the student.

4. In the event of the sudden death of an internal student bhikkhu or a lay student of the University, who is engaged in academic activities, the allowance can be obtained by his / her legal guardian upon submission of the death certificate of the student concerned.

5. If a student is selected for a foreign scholarship during his / her academic period at the University, the financial assistance will be given only after the relevant student completes the required documents to go abroad and financial assistance can be obtained by submitting the required documents to the Assistant Registrar (Student Services).

6. If any student is selected to present a research paper at a recognized university during his / her academic period at the University, the certificate obtained by attending the relevant conference should be submitted.

7. After submitting the relevant bills, through which the amount for printing is paid to the printing press, which printed the academic jounals formulated for the annual Arts Festival organized by the Students’ Union of the University, to this Committee, the amount will be provided through the Lecturer, who is the Senior Treasurer of the Students’ Union.

8. Provision of an amount of Rs. 20,000 / – at once comprised of Rs. 10,000/- each as approved by the Senate and the Governing Council for two students, one local and one foreign student, who have obtained higher GPA at the First Year Examination.

When the higher GPA value obtained is equal, this amount is provided proportionately.

Amendments

 

The matter which reads under Condition No. 4 as,

“In the event of the sudden death of an internal student bhikkhu or a lay student of the University, who is engaged in academic activities, the allowance may be received by his / her legal guardian upon presentation of the death certificate of the student concerned.”

was amended as follows and the amendment was approved by the 414th Governing Council held on 27.11.2020.

“The internal studentship of the student concerned should be verified by the Assistant Registrar (Academic and Student Services) for the provision of this allowance and it can be provided to his / her legal guardian, and the signature of the legal guardian should be obtained to substantiate the receipt of the amount by the legal guardian.”
